Recently, as read, for example, although it's sad that Monks do not go after such by following Vinaya, understanding Vinaya, here, the great leader ordered stronger measures against any monk who engages in Politic, sideutaking, use of lay people to seek for protests, leading and participating in what's causing unrest.
While such clear declaration of dislike of total improper behavior is not only total legitimate for a King, it's even protective for not so smart monks, not understanding the homeless life yet. As Western Brahmans would never accept such a para-sociaty like the Sangha, and see all equal, they feel like that those living on alms sould part-take on their "labor-union-revolts" and to gain afflictions by real poor and real homeless (those without religious refuge), they tell that monks should have rights, suggest them to hold on wrong view. And as their common folk thinks that such as "equal human rights" is anything real, they claim such protective measures as human-right violation, but actually by leaving home, one has consciously given up all refuges aside of that toward the Gems, and even such as going for voting (not to speak of encouraging toward side taking) has been left behind by ordaining, leaving home, all citizenships.
If there are refugees dwelling in your area, those you thought worthy to give space, if they then even would try to harm your larger interest within the area you take care of, go after gains in worldly manners, those you put on high potest and worthy to be protected, would you have joy with such?
In times where most monks are not in the Area of Noble Ones, authority of wise Elders are missing and Vinaya and Dhamma is neither high regarded nor understood by most, it's actually a blessing for many, when great leader and Kings nevertheless stick to the wisdom of Old and the teachings of the Arahats, for many, even if earning much critique by modern pseudo-liberal dealing traders.
