A topic most south east Asians or non-modern people are not touched since having not that much must-perfect-paranoia mostly, living in not so artificial environment and ways.
Dispassion is something that comes from understanding by seeing the uselessness of certain things while depression is a state where on might "see" thing intellectual but having not arrived in real understanding, or when one desires something but does not see or find a way to it, or having doubt to follow certain.
Depression is something that goes along with lack of
Saddhā, confidence, and might be also seen as lack of
pasāda, if certain
saṁvega arises.
The common and also dhammic way to overcome depressions is by motivating and encouraging to do/work toward, of cource different, aim for fulfillment.
One having gained good and liberated dispassion from usual things may appear for others like a depressed person, but it is not that way. It can be also in the other direction.
To be certain in such cases knowledgeable people, admirable friends are needed in good observing and also in discerning cross-questioning. Wordily therapeutics, usually not familary with the truth and the good Dhamma but also ordinary "buddhist" would not easy be able to trace differents and understand.
While depression, aside of only having the notion of
vibhava-
taṇhā can lead to very harmful actions against ones wefare and that of others, dipassion (aside of making merits for it's gain) leads to nothing else then liberation and long lasting happiness.
So there is never the time of non-acting but it required a lot of skillful passion to gain real and liberating dispassion,
virāga.
