Although traditionally often only the elders of the congregation, who come together at Uposatha in the monastery, this day has a great influence on the religious life in the rural areas of the Theravada countries.

Influencing individuals according to their Upanissaya, yes, Nyom Mohan Gnanathilake, strong, and influence from ones paccaya according to ones inclination.

As for alms-goer it's generally normal a real fast-day, if Nyom can trace the hint, but such much not be of no benefit for one.

So how could he, would he devide the pros and contras in regard of two directions in the world and that beyond in regard of common (mostly the Uposaka of the cowboys in countyside and that of the Ningantha in Urban areas)? What about the third kind here?

In any case it's a community preservation with the tradition of confessing faults, to rebeat their refuge, and their rules, what ever community one is part of or tend to become.
